Most likely, the user has file and print sharing enabled, but
has no printers or files actually shared.

It could also be that the computer that you are scanning is
blocking or not routing UDP packets through the internet.

In either case, you will not be able to access the remote
computer's printers or files unless you have another way to
access them (other than File and Print Sharing).
